Pohnpei Special Education Program

Pursuant to the 2004 Individuals with Disabilities Education Improvement Act (IDEA), Public Law 108-446, the Pohnpei Department of Education (PDOE) is the government entity (Local Education Agency, LEA) responsible for the general supervision of special education and related services for children with disabilities and their families in Pohnpei State. Through the U. S. Department of Education, Office of Special Education Programs (U.S. DOE, OSEP), the IDEA Part B grant provide the direct federal funding for FSM National Department of Education (NDOE) to support the delivery of special education and related services in the four FSM island states. With IDEA Part B funding, PDOE ensures that each school provides free appropriate public education (FAPE) for all children with disabilities and their families.

Pohnpei State does not receive funding under Part C of IDEA for early intervention services. Through its special education mandate however, FSM Public Law 14-08 of June 2005 and Pohnpei State Law 4L-87, PDOE ensures that children birth through age 21 will be identified, evaluated, and served as appropriate under special education.
